CMN Fellows

Logo The CMN Fellows are a diverse group of individuals who contribute to the ICC Legal Tools Database (‘LTD’) on a longer-term basis, in the spirit of public-interest service. The LTD, which includes the ICC Case Law Database (‘CLD’), was awarded the 2023 Jus Gentium Research Award by the American Society of International Law. Those interested in contributing as a CMN Fellow may send an e-mail message with an updated curriculum vitae to [email protected]. Candidates are selected on the basis of (a) precision, (b) motivation to have an ongoing involvement, and (c) interest in knowledge-transfer and capacity development. Devasheesh Bais is an Advocate enrolled with the Bar Council of Madhya Pradesh, India. He has been a research assistant for Mr. Narinder Singh, former member of the International Law Commission. He has also worked with the Commission for International Justice and Accountability, and undertaken internships with the United Nations Mechanism for International Criminal Tribunals in Arusha, Tanzania, the Asian African Legal Consultative Organization, and the United Nations High Commissioner for Refugees, and has participated in various moots. He holds B.A. and LL.B. (Hons.) degrees from the O.P. Jindal Global University and LL.M. in public international law from the University of Oslo. He is responsible for the content-maintenance and -development of the International(ised) Fact-Finding Mandates Collection and the folders of Andorra, Belize, Grenada, Guyana, Suriname and Trinidad and Tobago in the National Jurisdictions Collection in the Legal Tools Database, as a public interest service.

Aleksandra Sidorenko holds a law degree from the American University of Central Asia (Kyrgyzstan), a master's degree in Information and Communication Technologies Law, an LL.M. in public international law, and a law degree from the University of Oslo. She works as a Legal Adviser in the Norwegian Helsinki Committee.

Mariam Bezhanishvili, doctoral candidate at European University Viadrina (Germany), works on the protection of property rights during armed conflicts and occupations. She has been a visiting scholar at the Lauterpacht Centre for International Law, University of Cambridge, and is a reporter at the Oxford Reports International Law (ORIL). She holds LL.B. and LL.M. degrees from Tbilisi State University and has worked in the criminal justice system of Georgia. She was selected as the ‘Best Victims Counsel’ in the 2017 ICC Moot Court Competition. As a CMN Senior Fellow, she is responsible for the UN Human Rights Mechanisms, the Trust Fund for Victims, UN Office of the Special Adviser, and UN Commission on Crime Prevention and Criminal Justice Collections in the ICC Legal Tools Database, as a public interest service.

Ana Pashalishvili is adviser/project manager at the Norwegian Helsinki Committee (NHC). She holds a Master’s degree in public international law from the University of Oslo and Bachelor of Legal Sciences (with honours) from the State University, Georgia. Mohammad Hadi Zakerhossein

Dr. Mohammad Hadi Zakerhossein is a guest researcher at Amsterdam Center for International Law (ACIL). He also directs the Iranian Center for International Criminal Law (ICICL) that aims at promoting the ICC in Farsi-speaking societies. Previously, he served as a lecturer at Tilburg University. His work on the ICC has appeared in leading peer-reviewed journals, including the International Criminal Law Review. In 2017, he received his Ph.D. from Tilburg University for his dissertation ‘The situation selection regime at the International Criminal Court: Law, Policy, Practice’. He holds a master’s in criminal law and criminology from the University of Tehran. Dr. Zakerhossein works with CILRAP on Farsi resources in Lexsitus.

Sangkul Kim is a CILRAP Research Fellow, Senior Researcher at a think-tank in Seoul, and Lecturer at Korea University Graduate School, Department of Law. Alejandro Chehtman is Associate Professor at the Law School of the University Torcuato Di Tella and a Fellow at the Argentine National Research Council (CONICET). His work has appeared in leading peer-reviewed journals, such as the European Journal of International Law, Leiden Journal of International Law, Journal of International Criminal Justice, International Criminal Law Review, and The Stanford Journal of International Law. His book The Philosophical Foundations of Extraterritorial Punishment was published by Oxford University Press. Juan Pappier is an Americas researcher at Human Rights Watch. As such, he carries out research about human rights, international humanitarian law, and international criminal law in several countries in Latin America. Previously, he was the Editor-in-Chief of the Latin American Journal of International Law and taught international and constitutional law at Di Tella University in Argentina. Maria Nybondas is a legal adviser at Eurojust. She holds a doctorate in international law, and has served at an international court and research institute in The Hague. Maria Pichou is a Senior Visiting Scholar at the University of California, Berkeley Law. Previously, she was a Senior Research Fellow (Postdoc) in Public International Law and Human Rights at the University of Luxembourg. She is also Legal Adviser to the Luxembourg Red Cross, a lawyer called to Thessaloniki’s Bar (2005) and an external Lawyer-Linguist at the Court of Justice of the European Union. She has been a Visiting Professional at the Appeals Division of the ICC (2016), member of the International Criminal Bar Association, and of the Committee ‘Complementarity in International Criminal Law’ of the International Law Association, and an awarded scholar at The Hague Academy of International Law (2007). She holds a Ph.D. in Public International Law (Aristotle University – State Scholarship Foundation Award 2011), an LL.M. in International and European Studies (Maastricht University and Aristotle University 2005), and a full qualifying Law Degree (2002). Khondoker Mehdi Maswood is currently serving as a Senior Consultant of International Crime Tribunal-Bangladesh (ICT-BD), Judicial Administration Training Institute (JATI), Bangladesh Judicial Service Commission (BJSC), Legal Aid Project Bangladesh and Ministry of Law, Justice and Parliamentary Affairs Bangladesh. He earned his master's degree from the Department of Sociology, University of Dhaka. He has obtained various national and international certifications in the arena of computer science and software administration. Mr. Maswood has trained more than 2,000 sitting judges and magistrates as well as more than 500 public prosecutors and government pleaders of Bangladesh. He also trained more than 1,000 court support staff. He has provided training on the Case Matrix. He has developed the database software Case Management System (CMS), the Court Cause List Display Database System, and the Monitoring Database Tool (MDT) for DANIDA-HRGG. He has provided various databases and dynamic websites for government and private organizations. He has done CMN activities in Bangladesh and Indonesia. He is responsible for content-maintenance and -development of the ECCC Collection and the Bangladesh folder under the National Jurisdictions Collection in the Legal Tools Database, as a public interest service.

Agata Odrobińska

Agata Odrobińska holds a Master’s degree from the John Paul II Catholic University of Lublin. She is a Ph.D. candidate at the Institute of Law Studies of the Polish Academy of Sciences and trains at the District Chamber of Advocates in Warsaw. Her professional interests include international criminal, humanitarian and human rights law. She is responsible for the content-maintenance and -development of the OSCE Collection, the African Union Collection, Poland Collection, and Ukraine Collection in the Legal Tools Database, as a public interest service.

Megumi Ochi is a Research Fellow of the Japan Society for the Promotion of Science in the Faculty of Law at Kyoto University. Her research interests are in public international law, in particular international criminal law. She received her Ph.D. in 2015 from the Faculty of Law at Osaka University and holds an LL.M. from Leiden University and Master of International Public Policy from Osaka University. Diana Laura Gómez Dávila holds a law degree from the University of Guadalajara in Jalisco, Mexico. Ahmed Abdelaziem holds an LL.M. in International Law from Ain Shams University and a Bachelor of Laws (LL.B.) from Assiut University, Egypt. He has worked with several public entities including UNICEF Egypt, the Egyptian Parliament, the UN Economic and Social Commission for Western Asia and the Human Rights Committee at the Egyptian Bar. He is the founder of Law for Peace, an organisation that aims to make peace by spreading awareness of the role of law and peaceful interfaith dialogue. Sidharth Dahiya holds an LL.M. and is pursuing a Ph.D., both from National Law University Delhi, where he is Assistant Registrar. He has co-authored the book Pre-Trial Process and Policing – Case Analysis & Judicial Discourse. He was Research Assistant to Professor Theodore Eisenberg at Cornell Law School, USA (2013-14). He has organized and co-ordinated more than 75 conferences and workshops at National Law University Delhi. Isaias Yemane Tesfalidet currently works with Seefar as a Senior Program Officer – East Africa where he focuses on research related to migration. Before joining the LL.M. programme at Yale Law School, he worked as a Staff at the Office of the Legal Advisor to the Office of the President of the State of Eritrea. Jimena Viveros is a Mexican lawyer specialised in international criminal law. She obtained her Law Degree from the Ibero-American University in Mexico City (combined programme with the University of Salamanca in Spain), and holds an LL.M. degree in public international law from Leiden University. She has acquired experience from the Supreme Courts of Justice of Lebanon and Mexico, Appeals Chambers of the ICTY and ICTR, ICC Office of the Prosecutor, OPCW, UN Special Political Mission in Colombia, and from NGOs in Palestine and Kenya. She has provided training to the Mexican Ministry of Defence for two consecutive years and she co-founded the International Criminal Law Commission of Mexico. Adi Atlas, an Israeli legal professional based in New York City, is an International Tax Associate at Ernst & Young, New York. She holds an LL.B. from Hebrew University, Jerusalem (2012) and an LL.M. in International Tax and Finance at New York University School of Law (2015). She has worked for the Israeli Ministry of Foreign Affairs Legal Division (International Economic Affairs relating to Israeli foreign policy), and clerked with ICTY Judge Alphons Orie (Mladić and Stanišić and Simatović trials). A true millennial, she is always happy to expand her spectrum of legal (and other) interests, and is expecting to learn a great deal from this Fellowship. Fadi Khalil holds an LL.B. in Egyptian Law (including Islamic Sharia) and a Diploma of Higher Studies in International Law from Ain Shams University, Cairo, and an LL.M. from the University of Nottingham (awarded ‘Student most likely to become a Professor of Law’). He works as defence counsel before international tribunals, including the ICC and the Special Tribunal for Lebanon, with public international law experience since 2011. Previously, he has served as Expert for International Law of the Egyptian Red Crescent, Senior Refugee Status Determination Eligibility Officer at the UNHCR Cairo Office, and Legal Research Assistant to the Head of School of Law of the University of Nottingham. Pawan Kumar is Research Scholar at the Indian Law Institute, New Delhi. He holds B.A. and LL.B. Avo Sevag Garabet

Avo Sevag Garabet holds an LL.M. degree in International Law and the Law of International Organizations from the University of Groningen (the Netherlands) and a B.A. degree in International Affairs and Diplomacy from Notre Dame University (Lebanon). Since 2012, he has been working in international courts and tribunals in The Hague. He is currently associate information officer at the International Court of Justice, after having worked in communications at the Special Tribunal for Lebanon and, as defense case manager, at the International Criminal Court (Darfur Situation). Throughout his career, Avo Sevag Garabet has undertaken various roles with a focus on the Middle East and North Africa region, particularly in the area of human rights. Avo Sevag Garabet is the Arabic editor of the Legal Tools Database and is in charge of maintaining the collections of the International Court of Justice and Permanent Court of International Justice.

Salar Abbasi is a doctoral candidate in international law at the Catholic University of Portugal, Lisbon. He is the recipient of a competitive scholarship from the Ministry of Science and Education of Portugal (FCT) for his research. He holds B.A. in Islamic Law & Jurisprudence (2007-10) and M.A. in Criminal Law and Criminology (2011-13) from universities in Iran. The main objective of his current research is to establish a substantive concept of democracy for international law-making on the basis of the idea of ‘Inter-Cultural Global Democratic Unification’ put forward by Rúmí (1207-1273). Mr. Abbasi is responsible for the content-maintenance and -development of the folders for Iran and Afghanistan in the National Jurisdictions Collection of the Legal Tools Database, as a public interest service.

Antonio Angotti practices law in a law firm in Florence, Italy, concentrating on cases pertaining to refugee, criminal and civil law. He holds a law degree from the University of Florence and an LL.M. degree from the Dickinson School of Law. He has worked for Avocats Sans Frontiérés in Brussels and is a regional director for the Foundation for Law and International Affairs. His main academic interests are international human rights and criminal law and discrimination against women, particularly within Shari'a law. Benjamin Mugisho graduated from Auckland University of Technology, New Zealand with degrees in Law and Criminology. He works as a Crown prosecutor in New Zealand. He is a Barrister and Solicitor of the High Court of New Zealand. He was a Research Associate at the New Zealand Centre for Human Rights Law, Policy and Practice. Matiiapa Chindori-Chininga holds a law degree, a bachelor’s degree in organisational psychology, and an honour’s degree in industrial sociology from the University of Cape Town in South Africa. Her professional interests include international criminal, refugee, human rights and humanitarian law. She previously supported the ICC Legal Tools Project as the team leader of its South African partner. She was invited to the 2015 ICC Assembly of States Parties session in The Hague to introduce her work. She is responsible for the content-maintenance and -development of the following English-speaking African countries under the National Jurisdictions Collection in the ICC Legal Tools Database, as a public interest service: Angola, Botswana, Kenya, Lesotho, Mauritius, Mozambique, Namibia, South Africa, Swaziland, Uganda, Tanzania, Zambia and Zimbabwe.

Manek Minhas

Manek Minhas is responsible for the content-maintenance and -development of two ICC collections in the Legal Tools Database as a public interest service: the Basic Documents Collection and ASP Documents Collection, and the national folder for Singapore. Manek Minhas holds a law degree from National University of Singapore. Her professional interests include dispute resolution, international criminal law, human rights law and arbitration law. In pursuing these interests, she has been involved as a legal researcher or intern for several different projects. One such project was the Tasrif Award 2016 winner - the International People’s Tribunal 1965, a civil society initiative to try perpetrators of widespread crimes against humanity committed in 1965 in Indonesia.

Marquise Lee Houle

Marquise Lee Houle holds a Master’s degree in Criminal law from Peking University, degrees in Québec Civil law (LL.B.) and Canadian Common law (BCL) from McGill University in Montreal and a DCS in Liberal Arts. She is also certified to practice law in the State of New York. She speaks English, French and Mandarin. Lee Houle is responsible for the content-maintenance and -development of the European Union Collection in the Legal Tools Database, as a public interest service.

Gullik S.H. Gundersen works as a Legal Adviser at the Norwegian Data Protection Authority. He holds a law degree from the University of Oslo, specialising in international law. His professional interests are data protection and privacy, national security law and the law of armed conflict. He is responsible for the content-maintenance and -development of the folders for Iceland and Ireland in the National Jurisdictions Collection of the Legal Tools Database, as a public interest service.
