It provides free online access to most legal documents that may be relevant to cases involving core international crimes. It has several thousand users around the world and has seen 3 to 5 million annual hits the last years. The Database is a victory of the ideas of open and free access to legal information, and of legal information as public goods. The Legal Tools Project Co-ordinator - Morten Bergsmo - is the founder of the CMN, and many of the CMN Advisers and Fellows have worked with him to develop the Database and make it a useful public good.
